EAA applies to products and services offered to EU consumers. A UK B2B SaaS selling exclusively to EU enterprises is in scope. A UK marketing site that also ships brochures to EU prospects is in scope on those pages. A UK marketing site with no EU CTA isn’t in scope at all.
